Would Cold Case, or Kat/Lilly from Cold Case count as overlooked? Seeing as how I can't seem to find any fic on them, and whilst, I've only written two fics, would it still be okay for me to claim them?

Yes. If there's little fandom for them then of course!

Is ok to just claim a small fandom rather than individual characters/pairings within a fandom?

That's covered within the userinfo, under "Claiming":

"1. You may claim anything. A fandom, a pairing, a character, a group, a setting from within a fandom (e.g. Luca from Final Fantasy X/X-2)... It must, however, be fanfiction."

If you go and claim it on the claim post, sure. There's different theme sets on this comm than the LJ one.

I seem to recall figuring out how to set it so you can add your own tags. If not, let me know and I'll mess with it.
